It seems very difficult if not impossible to convert culture without breeding. The same, if not more so, can be said for culture conversion. If it was found to be imbalanced in CK2 then decrease foreign conversion rates and increase the risk penalties. The restriction to our lands in Crusader Kings 3 seems a bit restrictive.

On top of this, we used to be able to send Chaplains to foreign lands with a risk penalty in order to convert characters and counties to our religion. Maybe I am missing something but this is not discussed and does not seem to be the case here. In life and in CK2, we could have our Chaplains convert in a county, even if that county was the correct religion to convert the characters of that court for real without risking the non-believer secret or refusal penalties.

This seems like the base to build on to be like CK2 religious secret societies and upheavals.Ĭurrently our court Chaplains seem to only have the ability to convert counties in our realm and not specifically targeting characters. We currently have the option to demand conversion of characters in our realm or court, however this often results in secret non-believers and this is not really explained.
